NATIONAL PROSECUTIONS SERVICE

Case Management Division

Objective

To provide expertise on case management and coordination of investigation.

Functions

The Division will perform the following functions:-

(i)To provide directives on the supervision, inspection and monitoring quality assurance on all operational services discharged by the Office;

(ii)To supervise training needs on legal practical matters and data management to ensure effective prosecution;

(iii)To monitor individual prosecutors performance, functions of the National Criminal Justice Forum, Case Flow Management Committees and prepare reports and submit to the Director of Public Prosecutions;

(iv)To operationalize witness protection scheme;

(v)To supervise the preparation of guidelines relating to prosecutions of criminal cases and enforcement of Investigation General Instructions (IGI);

(vi)To supervise the effectiveness of implementation of the directives issued by a Director of Public Prosecutions in respect of investigation of criminal cases;

(vii)To supervise coordination ofinvestigation to ensure effective prosecution led investigation;

(viii) To superviseand carry out inspections in places where inmates are kept and take appropriate steps;

(ix)To work with other stakeholders of criminal justice to facilitate case coordination and information sharing; and

(x)To establish and maintain relations between the Office, investigative organs and related partnerships whether National or International.

This Division will be led by a Director and will comprise of two (2) Sections as follows:-

(i)Case Management Section; and

(ii)Coordination of Investigations Section.

Case Management Section

This Section will perform the following activities:-

(i)Inspect and monitor quality assurance on operational services;

(ii)Assess training needs on legal practical matters to ensure effective prosecution;

(iii)Develop and maintain checklist which aid memory and delegation of routine tasks;

(iv)Evaluate case data in accordance to guidelines and organization standards;

(v)Identify escalated issues arising from decided cases requiring coordination with other stakeholders and make recommendations;

(vi)Asses individual prosecutors performance and make recommendations;

(vii)Facilitate the functions of the National Criminal Justice Forum;

(viii)Facilitate the case flow management committees in District, Regional and National levels and related forums;

(ix)Maintain prosecution database and information system;

(x)Develop and operationalize witness protection scheme;

(xi)Register and maintain the register of criminal cases filed by or againstthe Republic;

(xii)Record all criminal cases from courts of law;

(xiii)Serve documents relating to criminal cases involving the Republic;

(xiv)Maintain case files for cases involving the Republic;

(xv)Prepare and maintain a register of all communication from the public on criminal cases by or against the Republic; and

(xvi)Dispatch documents and other communications relating to criminal cases.

This Section will be led by an Assistant Director.

Coordination of Investigations Section

This Section will perform the following activities:-

(i)Prepare guidelines relating to investigation of criminal cases;

(ii)Make follow up and assessing the effectiveness of implementation of the directives issued by the Director of Public Prosecutions in respect of investigation of criminal cases;

(iii)Coordinate investigation to ensure effective prosecution led investigation;

(iv)Make follow-up on the effective enforcement of Investigation General Instructions (IGI);

(v)Carry out inspections in places where inmates are kept and take appropriate steps;

(vi)Work with other stakeholders of criminal justice to facilitate case coordination and information sharing;

(vii)Facilitate thefunctions of the National Criminal Justice Forum;

(viii)Liaise with prosecution offices with aim of monitoring effective prosecution led investigation;

(ix)Develop and disseminate guidelines on investigative processes and oversee investigation of criminal offences;

(x)Inspect and monitor quality assurance on all operational services discharged by the Division;

(xi)Recommend on individual public prosecutors performance;

(xii)Coordinate skills development on legal practical matters to ensure effective prosecution led investigation; and

(xiii)Establish and maintain relations between the Office, Investigative Organs and related partnerships whether National or International.

This Section will be led by an Assistant Director.
